CHGBIT -- Change Bit
The Change Bit command allows one or more bits to be changed in a byte to
either *ON ('1') or *OFF ('0'). The bits are numbered 1 - 8 with 1 being the
high order bit. A variable must be specified for the &RTNBYTE parameter and all
BITn parameters cannot be specified as *SAME.
