Check User Authority. Checks user authority excluding program adoption. One
command exists for objects and another for authorization lists. Useful for
programs that operate under program adopt that need to know if the user is
actually authorized to an object without including program adoptions. The
function is partially replaced by the CHGPGM USEADPAUT(*NO) function.
