Retrieve Deleted Records. Retrieves the deleted records from a physical file.
When a record is deleted, a flag is placed in front of the data. The operating
system prevents any access. However, a SAVxxx command will save the
information. RTVDLTRCD saves the data to a save file and then reads the save
file to extract the deleted records. Useful for recovery.
