Submit Parameters. Allows the storing of command parameters with the source
member. For example, the USRPRF option on CRTxxxPGM can be specified in the
source of the program. The parameters must be specified according to a
convention. Works in conjunction with a user defined PDM option or the
Programmers Menu to submit a special program. An option exists for deleting
objects before attempting the create.
